Community Notices, as many of you have noticed the community has new street signs. This cost the community almost $4,000.00 dollars for the new signs and post. They were replaced due to the older signs being vandalized, stolen or the wood rotting. The Board of Directors voted and decided it was best to replace all of the signs at once.

We already have kids/teenagers destroying the street signs, if you see anyone please call 911 and make a report.

Thanks to those who stopped and spoke while the signs were being stalled. It's nice to know that some of the homeowners see and appreciate the changes being made in the community.

Community Alert, there is a black male on a bicycle riding the neighborhood at various times of the day and night. This guy has been seen at 7:00 P.M and as late as 2:00 A.M..This person has been seen looking in the windows of parked vehicles. If you see this person or anyone else that seem suspicious please call 911 and make a report.

Please keep the curb in front of your home clean of trash and weeds.

When you mow your yard please refrain from blowing the grass clippings in to the street. The clippings end up creating the weeds along curb and the street. The clippings end up in our ponds causing more algae on the ponds.

A little reminder:  Cars with oil leaking, flat tires, expired license plates will all be called in to the Mayor’s Action Line. Per the declaration of restrictions for GlennWoods.  Section 5 Paragraph D: Vehicle Parking. No commercial trucks, campers, trailers, boats, or similar vehicle shall be parked on any street or on any lot in the development. Furthermore, disabled or non operational vehicles of any kind shall not be parked on any lot, driveway or street. Storage of any vehicle is prohibited, except in an enclosed garage.

There have been many reported violations of inoperable vehicle throughout the GlennWoods community, not only is this a community violation, it's a city zoning violation as well and your vehicle can be towed ( even from your driveway) you could also be fined if you choose not to comply. Finally and most important, inoperable vehicles gives the community a TRASHY appearance.

Storm Drain Marking: The reason for marking the drains is because of the problem we have been having with people parking cars onto of the drains, cars leaking oil which end up in our water system and ponds, grass clippings, trash and debris being thrown into the drains, paint, motor oil, being poured into the drainage systems.

Crime Watch

We now have a head Captain for Crime Watch: Jon Presley who can be reached at www.mycrimewatch.org. Or give Jon a call at 317-450-7767

There were new signs added to the community this weeks. More to come.

Rental Restriction being enforced in the Glennwoods subdivision. The Indiana Supreme Court has set  grounds for HOA's to enforce restriction on Renting homes in communities that have a rental/leasing restriction in place. The ruling will provide Communities throughout the state and possibly on a National level with the ability to suit a homeowner for being in violation of the covenants by using their property as a rental.

A community in Kokomo Indiana has been fighting a homeowner for the last 19 months and on May 15th in a divided 3-2 decision that may be the first of its kind in the country, the states highest court ruled on a issue of first impression that not only will likely affect how neighbors implement no-rent provision.

Solicitors - report to non emergency at 327-3811

We have had many Solicitors in our community and after doing some research on Solicitors we have found that it is actually against the law to Solicit in a community unless you are selling meat or dairy.

Sec. 391-104. Peddlers and solicitors entering private premises.

(a)     The practice of entering upon the premises of private residences in the city by any persons acting as solicitors, peddlers, hawkers, itinerant merchants or transient vendors of merchandise of any kind, magazines, pamphlets, books or any other articles, when such person has not been requested or invited to do so by the owner or occupant of the private residence, or when a notice is posted at or near the entrance thereof forbidding such entry for any such purposes, with the intention of selling or soliciting orders for the sale of any such things, or of peddling, hawking or otherwise disposing thereof, or doing all or any of such practices, is hereby declared to be a nuisance and shall be punishable as prescribed in this chapter.

(b)     The provisions of this section shall not apply to the sale, soliciting of orders for the sale, or the delivery to any such premises of milk, dairy products, vegetables, fruits, meat, poultry, eggs, groceries, bread or any other farm and garden produce and foods or liquid products, so far as the disposal thereof is at any time authorized by law and is done in compliance with all applicable provisions of this Code or other city ordinances;

Will the HOA police the Community?

The Glennwoods HOA can not be expected to police the community. If you experience a situation that needs to be reported to the police department then you need to call 327-3811 if it is non emergency or 911 if it is an emergency. For Narcotics call 327-6499.

Unruly kids, property damage, thief, break-ins, vandalized property etc.. are situation that should be handle by the IMPD.

The Board Members are homeowners in the community we are not police officers.

The HOA would like to be notified of situation that take place in the community so we are aware of the activity but we can not and will not take the place of the IMPD.

Feeding the wildlife.

We have had numerous complaints on homeowners feeding the geese. The geese are very aggressive and make a trouble mess in the yards adjacent to the ponds. Please do not feed them.

City Zoning

City Zoning - Frequently asked questions. Get the answers to your questions by reading up on the zoning ordinance for Indiana.

  • What is an inoperable motor vehicle?

  • Can I park a semi-tractor at my home?

  • What kind of businesses are permitted to be run out of my home?

  • What do I need to do to have a pool in my yard?

We have received numerous calls about the semi's that continue to park on Bertha St. We know that this has become a very big issue for a-lot of homeowners. We have been working with the homeowners who drive the semi's as well as the city zoning inspector to get the situation resolved.

If you would like to help please voice your complaints by filing a complaint at the Majors Action Line or call Mr. Bandy ( city zoning inspector) at 327-5019

A Brief Explanation of Community Associations

Three features make community association homes different from traditional forms of homeownership. One is that you share ownership of common land and have access to facilities such as ponds, walking trails, gazebos, that often are not affordable any other way. The second is that you automatically become a member of a community association and typically must abide by covenants, conditions, and restrictions (CC&Rs). The third feature is that you will pay an "assessment" (a regular fee, often monthly, that is used for upkeep of the common areas and other services and amenities).

There are many advantages to living in this kind of development. The community usually features attractive combinations of well-designed homes and landscaped open spaces. The houses may even cost less than traditional housing due to more efficient use of land. Ponds, walking trails and other amenities, often too expensive for you to own alone, can be yours through shared ownership. So now you have a chance to own and enjoy the ponds, walking trails, gazebo's that may have been unaffordable previously. What's more, you won't have direct responsibility for maintenance. But that doesn't mean you'll never have to think about it.

The community association operates and maintains these shared areas. Of course, you pay your share of the expenses and, as an association member, you'll have a voice in the association's decisions. The association may have one of a variety of names: homeowners association, property owners association, condominium association, cooperative, common interest community, or council of co-owners. To simplify matters, they are all frequently referred to using the umbrella term, community association or CA. the number of Community Associations since 1970.

Do I have to abide by the rules of my association? After all, I own my home.

Yes. Implied in the purchase of a home in a community association is the agreement to abide by the rules. However, these rules keep the community attractive and livable, and they help maintain property values.

Most community association rules are reasonable and exist for a logical and useful reason. If you believe a rule is unreasonable, talk to your community manager or board members to find out why the rule exists.
